Busia governor Paul Nyongesa Otuoma has reshuffled his cabinet.
The new changes which take effect immediately, have affected Executive Committee Members (CECMs) and Chief Officers in the Busia County government.
According to a notification dated Monday, May 12, 2025, signed by Busia County acting secretary John Oscar Juma, the re-assignments have been made under section 30 (e) and section 45 (5) of the county government Act no. 17 of 2012.
Topister Naiti Wanyama is no longer the CECM for country treasury and economic planning.
She has been moved to the water, environment, irrigation, natural resources, climate change and the energy department.
Douglas Emmanuel Ejakait Okiring takes over the treasury and economic planning docket, having been transferred from the strategic partnerships, ICT and digital economy department.
Engineer Andrew Meso is the new sheriff in town at strategic partnerships, ICT and digital economy department, after being moved from the water, environment, irrigation, natural resources, climate change and the energy docket.
Peter Khasamule Odima is now the man in charge of transport, roads and public works, courtesy of his transfer from the lands, housing and urban development docket.
Odima’s position at the lands, housing and urban development offices has now been taken up by Pamela Awori, who moves from the department of public service, management, governance and administration.
Andrew Nakitari who was in charge of the public service, management, governance and administration docket has been moved to the transport, roads and public works department.
Additionally, Beatrice Naburi Nakholi and Faustine Ochung’a Ounoi, the CECM and Chief Officer respectively in the department of education and industrial skills have taken leave of absence.
The duo will be undertaking senior management courses at the Kenya School of Government. Peter Odima and John Muroki have been appointed to hold briefs for them, during their absence.
Similarly, governor Otuoma has appointed Timothy Odhiambo Odende as the acting county Chief Officer, revenue.
The reshuffle comes days after Otuoma said his administration remains steadfast in prioritizing curative and promotive healthcare, to ensure every resident of Busia can live a healthier, more productive life.
He spoke last week, when he hosted a delegation from Ampath Population Health, led by Program Manager Justus Elungat.
